shift Lock Malfunction Troubleshooting

I tried to enter this question earlier, and if it's already posted and I cannot find it, please send me a clue on how to find it.

The question is how to troubleshoot the failure of the shift lockout to release.

I've replaced the brake position switch and verified it works. I've replaced the solenoid at the bottom of the shift lever.
